Adoptive applicant(s) submit their EAC Preliminary Application for Adoption to EAC
with the application fee (non-refundable)
The EAC Preliminary Application Review Team will assesses all applications and
approve them based on the information.
Upon approval, adoptive applicants are sent the EAC China Adoption Guide and
Registration Packet.
EAC will assign adoptive applicants an EAC China Adoption Consultant. The
Consultant assists the adoptive applicant to complete all the necessary paperwork for
a Chinese Dossier. The Consultant will provide information on the adoption process
to the adoptive family.
Upon completion of the Chinese Dossier, it is reviewed at the EAC office and forwarded
to the Chinese Consulate for legalization.
Once the dossier is legalized, it is submitted to China Center for Adoption Affairs
(CCAA). After submission of the dossier to CCAA the wait for a referral is approximately
30-34 months.
When the referral information is received by EAC, the families are contacted
immediately.
A referral consists of photos and medical information of their prospective child.
Adoptive families accept the referral and complete the Letter of Seeking Confirmation
from Adopters and submit this document to EAC, this is forwarded to CCAA by EAC. Then we
wait for the travel approval letter.

Requests an embassy appointment in Guangzhou, China.
Contacts the local officials in the adoptive child's region of residence to schedule
adoption registration and to apply for the adoptive child's passport.
Makes all hotel reservations.
Makes all airline reservations.
After travel dates are confirmed, an EAC representative assists the adoptive
applicant to...
Obtain visas to travel to China.
Pack for their trip.
Collect the documentation needed for their embassy appointment.
Walk families through the steps involved in completing the adoption in China.
Ask last minute questions about their trip to China.
Adoptive parents travel to China in groups with Uncle Zhou, EAC’s China Coordinator.
Travel is approximately 10 - 14 days.
Zhou escorts families to their hotel and is with them during their time in-country,
both for official adoption business and sight-seeing (If Mr. Zhou is unable, other EAC staff will travel with you).
Approximate time to complete a Chinese adoption from start to finish is 34 - 38
months.
