EAC is continuing to monitor the status of Kazahkstan adoptions and plans to complete the licensing application as soon as the Hague Requirements are issued.
According to the Government of Kazakhstan’s Ministry of Education (MoE), all pending adoption dossiers that were not matched with children by December 15, 2010, will be returned and will have to be re-filed as Hague Convention cases once the Hague Convention is fully implemented. The Department of State will continue to monitor the developments in Kazakhstan and seek the confirmation of the Government of Kazakhstan when the new Hague Convention adoption process is in place. U.S. prospective adoptive parents whose dossiers are returned may refer to the description of the Hague Convention intercountry adoption process (the Form I-800A/I-800 process).
Affected prospective adoptive parents with an approved Form I-600A for Kazakhstan wishing to request a transfer of their approved Form I-600A to enable them to adopt from another non-Hague Convention country should refer to the USCIS website.
November 24, 2010
According to the Government of Kazakhstan, the Ministry of Education plans to match all families with pending adoption dossiers with children before December 15, 2010. Once these matches are made, the adopting parents will be invited to travel to Kazakhstan for the mandatory three-week bonding period with the children. Adopting parents who decline to travel to Kazakhstan to bond with the children with whom they are matched will not be able to proceed with an adoption in Kazakhstan under the existing adoption process; their “pending dossier” will be closed.

On May 17, 2010, U.S. Embassy Branch Office Almaty confirmed that the Ministry of Education of Kazakhstan has instructed Kazakhstan’s Embassy in Washington and Consulate General in New York not to accept new intercountry adoption dossiers. The Ministry said the moratorium on new adoption cases will remain in effect until Kazakhstan implements a system that is compliant with the Hague Adoption Convention; Kazakhstan intends to put such a system in place by September 2010. Kazakhstani officials have said the moratorium will not affect adoptions that are already in process.
Kazakhstan Adoption Program Overview
European Adoption Consultants, Inc. (EAC) is a highly respected and experienced
international adoption agency. Since 1996, EAC has helped many children
find loving families. Most of the children were less than three (3) YEARS OLD.
Children adopted from Kazakhstan share an ethnically diverse heritage originating
from Mongolian, Turkish, Persian, and Russian decent. The majority of the
children available are of Asian and Euro-Asian decent.
Many families are attracted to our Kazakhstan adoption program because of the health of the
children. Due to the strong Asian traditional culture of
Kazakhstan, there have been a limited number of adoption concerns related to drug
or alcohol abuse.
After submitting a complete dossier, a family will typically wait four to six
months before traveling to Kazakhstan to bring home their child. EAC's
Foreign Coordinators in Kazakhstan escort families through the adoption process.
They make all in-country travel arrangements for families, including accommodations,
transportation, and translators.
The average length of stay in Kazakhstan varies, as there are two travel options.
Option A Two (2) trips. The first trip is up to 5 weeks, which includes the court hearing. The second trip is 5-7 days (the second trip only requires one parent).
Option B Three (3) trips.
The first trip 16-18 days, the second trip is 5 days, and the third trip is 5-7 days (the third trip only requires one parent).
After completing an adoption, EAC will receive your child’s U.S. exit visa at the U.S.
Embassy in Almaty, Kazakhstan. EAC staff in Almaty will arrange an embassy
appointment and escort adoptive parents to the U.S. Embassy for their embassy
interview.
EAC conducts free educational seminars and workshops throughout the United States. We
recommend that all families interested in adoption attend an EAC seminar to
gather information and meet members of the EAC staff. Families who have adopted
from Kazakhstan may be in attendance to tell their story and answer your questions or serve
as a reference for you.
