04/11/07 - Russian Adoptions Are Still Open!
There have been several reports regarding adverse effects on international
adoptions from the country of Russia - possible closures. EAC would like to stress that these confusing
reports are simply pointing out the last of the agencies with accreditation have expired. As of today,
there are no agencies with a current accreditation completing adoptions in Russia. The April
accreditation expiration for these few agencies has no affect on the total overall Russian adoption
process.
EAC remains optimistic that we will receive our accreditation shortly. Please feel free to contact
your consultant should you have any additional questions.
Independent adoptions are still proceeding as before.
03/06/07 - EAC has submitted its accreditation papers to the Ministry of Education.
Once the various ministries complete their review and the documents are returned to the Ministry of
Education, accreditations can be issued. We cannot anticipate when our accreditation will be issued but
EAC expects that we will be one of the first agencies to become accredited.
12/31/06 - Russian President Vladimir Putin has signed a law on additional
measures for state support of families with children as a long-sought measure to improve the country's
demographic situation, the president's press service said Sunday.
According to the new law, a family is entitled to an additional state support in a form of the so-called
basic mother (or family) capital in the amount of 250,000 rubles following the birth of a second or and
any consecutive child.

11/22/06 - On November 4, 2006, Mr. M. Fradkov, the Head of the Ministry of the Russian
Federation signed the resolution N 654 about foreign adoption agencies and let them work on the
territory of the Russian Federation. By the resolution N 654 he assigned the Ministry of Education of
the Russian Federation to take control of the work of foreign adoption agencies on the territory of the
Russian Federation.

11/19/06 - EAC is starting a new Orphan Aid program for the Holiday season called
"Holiday Hope". Margaret is looking to provide thousands of orphaned children a holiday that
they would normally miss out on.

9/28/06 - As you may be aware, there are two additional dossier requirements needed
to complete your dossier prior to receiving a referral from the Russian Federation. These documents
are required to complete your adoption.
Some of you may have already complied with these new requirements. For those who have not, be advised
that a copy of your social worker's license and a letter from your home study agency's licensing
authority stating the agency is authorized to conduct adoptive home studies and provide post placement
services (click here for a sample document).
If your social worker does not have an independent license, a letter on agency letterhead signed by the
Agency Director must be included to explain under what authority he/she conducted your home study.
Additionally, the letter should state an independant social worker license is not a requirement in your
state of residence.
8/15/06 - European Adoption Consultants, Incorporated has received their NGO
Registration Number (NGO#003)!!! As of 2006, the Russian Federation now requires two separate accreditations for all
foreign non-governmental agencies (NGO) completing adoptions. We. are optimistic that we will be granted
our accreditation from the Ministry of Education, the second governmental accrediting body.
